Ali Asraei, P.Eng. 

Ali has over ten years' experience in designing fire alarm systems and fire protection consulting and is currently employed at Jensen Hughes Consulting Canada Ltd. as a Project Engineer.

His expertise includes fire alarm system design for commercial, residential, and industrial facilities; construction management and commissioning; fire alarm system code compliance review and condition assessment; Building Code and Fire Code Inspections; and Life Safety and Fire Protection Consulting.

Doug Bailey 

Doug has been in the Fire Protection profession for just over 31 years, the last 18 with Ansul. Doug is responsible for the Canadian business under such brands as Ansul, PyroChem, Chemguard and Williams Fire and Hazard Control as well as Tyco Fire Products (Sprinkler) . Doug in his spare time is also a Crew Chief for the Canadian Motorsports Response Team which provides on track emergency response for F1, INDYCAR, NASCAR and locally the Late Model APC series and a certified instructor through SFi.

Ryan Duggan 

Ryan is the Director of Fire and Life Safety for The City of Toronto. Ryan is developing a comprehensive Fire and Life Safety Program Office that consolidates all Fire and Life Safety matters for 65 million square feet of City owned building, spaces and critical infrastructure. Prior to joining the City in mid-2019, Ryan was the Manager of Fire Safety at the Toronto Transit Commission for over 13 years where he implemented an industry leading fire safety program that provides oversight of all fire protection maintenance, code compliance and fire safety training for both employees and Toronto Fire Service related to firefighting in transit systems. Ryan is a graduate from the Fire Protection Engineering Technology program at Seneca College and lives in Dundas, Ontario.

Theresa (Tess) Espejo 

Theresa has more than 20 years of experience managing the development and maintenance of standards, codes, regulations and legislation.  In her 17 years with ULC Standards, she administered the work of various technical committees, including the ULC Technical Committees on Cannabis, Fire Alarm and Life Safety, Security and Burglar Alarm Systems, Tanks and Fittings for Flammable and Combustible Liquids, UL/ULC Joint Technical Committees, and IEC/ISO mirror committees. From 2006 to 2019, she served as a member of the Standing Committee on Hazardous Materials and Activities, responsible for the National Fire Code of Canada. Late last year, she was appointed by Codes Canada as a voting member of the Standing Committee on Fire Protection for the development of the 2025 codes.  In August 2019, Tess assumed a new role as Program Manager under ULC Inc.'s Building and Life Safety Technologies.

Jack is an accomplished fire safety engineer and building code consultant with extensive project experience in Canada, Singapore, Middle East, and North Africa. Jack has advanced analytical skills with the ability to recognize and address fire safety challenges and develop practical engineering solutions.

Nancy Macdonald-Duncan 

With 30 years of combined licensed paralegal experience in fire code prosecutions, along with experience working with the Ontario Fire Marshal's office and directly in the fire service, Macdonald-Duncan heads up a division of 44 full-time employees in various sections. Nancy was grandfathered NFPA I031 Inspector I and fulfilled the gap course requirements to obtain her NFPA 1031 Inspector II. Nancy is a licensed paralegal and brings years of experience in fire code prosecutions. In addition, Nancy has training and experiences as a Fire and Explosion Investigator and public educator and has been an adjunct instructor at the Ontario Fire College for over ten (10) years.

Shayne Mintz 

Shayne has over 38 years experience in fire and emergency services and has worked in all aspects of fire and life safety. Shayne has held fire service executive management positions with the cities of Toronto, Markham, and the Ontario Fire Marshal and completed his fire service career as Fire Chief for the City of Burlington, Ontario. Shayne has an extensive background in municipal services, occupational health and safety, and emergency management. He holds a Bachelor of Arts and Masters of Public Administration Degree from the University of Western Ontario and has also earned Master's Certificates in Operational Risk Management and Public Administration from York University in Toronto. Among several diplomas Mr. Mintz holds the designation of Certified Municipal Manager Level III (CMMIII) from the Ontario Municipal Management Institute and Chief Fire Official from Dalhousie University and the Canadian Association of Fire Chiefs. He is also an accredited Community Emergency Management Coordinator (CEMC) in the province of Ontario Shayne is now the Canadian Regional Director for the National Fire Protection Association (NFPA).

Deryn Rizzi, Fire Chief 

Chief Rizzi served as Deputy Fire Chief with VFRS, having first joined the service in 2001 as a firefighter. Chief Rizzi's emergency management experience also includes serving as an operations officer with the Office of the Fire Marshal.

Chief Rizzi completed undergraduate studies and a Bachelor of Education from Queen's University. She graduated from York University with both a Masters of Arts, Disaster and Emergency Management and a Disaster and Emergency Certificate. Chief Rizzi also holds a Masters Certificate in Municipal Leadership from the Schulich School of Business and is completing a Ph.D. at York University.
